Inter-institutional coordination for implementation of the Law on Mines and Minerals for the prevention of illegal mining activities

The Independent Commission for Mines and Minerals organized the workshop “Inter-institutional coordination for implementation of the Law on Mines and Minerals for the prevention of illegal mining activities”. The purpose of this workshop was to define the rules for the development of the activity of mining activities according to the accepted environmental standards through exploration, mining and enrichment of mineral resources, by ensuring transparency and free competition during the implementation and exercise of mining activities, maximum increase of public benefit and regulation of collection, prohibition of the mining of illegal operations and sustainable economic development of the Republic of Kosovo.

Inter-institutional cooperation is required in order to have inter-institutional coordination for implementation of the Law on Mines and Minerals for the prevention of illegal mining activities. Participants in this workshop were the representatives of these institutions: Independent Commission for Mines and Minerals, Ministry of Internal Affairs, Ministry of Agriculture, Forestry and Rural Development, Tax Administration of Kosovo, Agency for Administration of Sequestrated or Confiscated Assets, Ministry of Local Government and Kosovo Prosecutorial Council. Chairman of the ICMM Board, Musa Shabani, emphasised that one of the biggest problems continues to be illegal mining of mineral resources. ICMM has had a continuous cooperation with other institutions for a better management of the mining sector, including the Municipal Inspectorates, the Ministry of Environment and Spatial Planning, the Police, the Prosecutions and the Courts of the country. The results show not a good state even against the expression of the willingness of these institutions for support. Also, Mr Shabani said that it is not that the ICMM wants to be released from its responsibilities to fight this bad phenomenon, but we ask for the support of all institutions and joint coordination to prohibit this phenomenon by performing each of us duties that we have. Mr Jahir Gashi, Inspector of Mines – Mining (ICMM) made a presentation for the participants of this workshop with title “Action Plan for Prevention of Illegal Operations in Mining Sector”. We came to some conclusions after many discussions among the representatives who were present. All participants expressed their readiness for support in order that this phenomenon to be disappeared as quickly as possible.
